Warning! Bill is getting up on his soap box.
This is just another example of the lack of training in the emergency
information area. Yes there is all sorts of nifty hardware to do this
but when the sh!t hits the fan nobody on duty really knows what to do.
Wearing Navy blue taught me the importance of training. We believed
that we spent more time with drills than actually doing work. Except
that when bad things happened EVERYBODY knew what to do.
Training in the Public Safety world is mostly an exercise in drinking
coffee and eating doughnuts. Even then getting the players together is
an uphill effort. Taking people away from their job generally requires
overtime which is a cost that managers today prefer to avoid.
I've pointed out to FEMA and the FCC that while there may be federal
money for hardware there is no federal money for training.
If I were made Emperor For Life the public safety world would train as
extensively as the US Navy.
