[EAS] ETRS annual filing notification

How are broadcasters to know about ETRS filing deadlines?  Unless I'm 
missing something, Part 11 only specifies that in terms of when the FCC 
publishes a notice in the Federal Register.  But that seems an 
impractical notification method (however legal it may be).  Who has time 
to look at the Federal Register every week to see if something germane 
MIGHT have been posted?  Is the operating assumption that every 
broadcaster has a communications attorney on retainer to let them know?  
Or is there some mechanism where by the FCC emails the licensee?  And if 
so... how does one go about making sure the FCC has up to date email 
addresses for that?
