         Yep .. the industry, as a whole, has not
         pushed back to protect its advantage
         in emergency warnings...

         There are many reasons, from the
         one-size-fits-all policies to the
         poor/haphazard (no pun inteneded)
         interaction with NWS and EMs.
         The FCC web site and Forms did
         not help either.

         To a large measure, it seems a reflection
         of how EAS tried to grow past its roots
         yet became more of a burden stations
         felt did nothing more than interrupt
         "the flow."
