[EAS] CodeRed Outage

Idaho has always had our NOAA Weather offices as a backup for civil alerts in the event of an IPAWS failure of some sort.  Sometimes that has been digital certificate issues, other times systemic Internet outages, or something else.  IPAWS is great when it works, but hardly infallible.
