[EAS] CodeRed Outage

The Cloudflare outage this morning didn't help matters.  Woke up to many stations noting that their EAS boxes could not reach the CAP server.

While not in our plan yet, as of this past Monday (11/17) Michigan is able to send alerts through GSS Net to all but four of the 36 LP stations in our state.  We recently installed satellite downlinks at the LP stations.  The remaining four have been postponed pending facility relocations.

Michigan State Police (MSP) has also worked out alternate methods, including those public alerting authorities that have MOUs with similar  agencies with systems other than CodeRed.

MSP also has a detailed instructions for alerting authorities to communicate through them to get messages sent with the help of the FEMA IPAWS Technical Support Services.
