Please explain this? I helped to set up a feed of products from NWS to IPAWS in 2012 and it's still running.

My 20 something kids likely have not used a computer to look at a website in several years.

The Flash Flood Emergency that was sent after 1am was configured to trigger WEA. The prior messages were not. The WFO can control if a FFW triggers WEA or not. This was a response to the message flooding issue.

A WEA at 4am is at least somewhat likely to attract someone's attention. One of the things we learned while developing the NWS WEA messages was that people, especially youth, have a different relationship with their devices then they do with any other object like a TV or radio.
