The last I heard, Premiere wasn't doing RWTs.   And failed miserably on one of the national tests as a consequence.  Is that still their practice?  IMHO, if they don't test, they can't be counted on.  Ideally, RWTs should include a voice message whose audio level is the same as their normal programming audio, for ease of setting decoder audio levels.
