[EAS] Premiere Radio Networks still a national source?

The rumour was they were pretty unreliable with EAS alerts and I stopped suggesting them to our LP stations here in Michigan. I sense it was a project of someone at the network at one time, but I've been wrong before.

Ideally, RWTs should include a voice message whose audio level is the same as their normal programming audio, for ease of setting decoder audio levels.
