[EAS] SiriusXM claims to be only satellite-based Primary Entry Point

It's been a while since I dug into this, but I know we get weekly EAS
tests (RWT) from NPR Master Control via Satellite.
If I recall correctly, the actual PEP station is WBAL (AM) in
Baltimore and there is(was?) a tieline from there to NPR - but maybe
that's changed over the years.
So, 'technically' unless FEMA now has a direct line into NPR Master
Control, then I suppose you could say that they 'aren't' a PEP
station?
