[EAS] SiriusXM claims to be only satellite-based Primary Entry Point

NPR Master Control sqwauk originally monitored WBAL. Sometime after the 
2011 national test NPR appears formally designated a PEP station. insert 
lots of discussion of bad/missing audio during 2011 national test>

At least by 2013, if not earlier, NPR had a closed-circuit FEMA feed.

"In addition to AM, FM, and broadcast radio stations, FEMA has designated 
Sirius XM Satellite, the Hawaii Emergency Operations Center, and NPR as 
PEPs."

Premiere Networks satellite appears and dissappears from the FCC National 
Test reports from year to year. I don't know if its just sloppy editing 
by the FCC, or Premiere's status actually changes year to year.
