[EAS] ETRS issues

Gentle reminders to do an ETRS filing isn't much help if a user has
tried for 2 weeks to get a user account and failed...
In regards to the broadcaster that solicited my help, one of the reasons
I suggested he use email when reaching out to the FCC was to establish a
"paper trail" of his good faith effort. Hopefully that will keep him
from getting a fine.
