[EAS] ETRS issues

Also, for what it's worth - a very bad past experience with a critical
team member leaving a station, but not having access to their email,
we've decided to only use 'role based' emails for any FCC related
communications, especially ETRS!
An address like 'FCC@[station domain] with a group of folks assigned
to receive and respond has turned out to be very helpful in that
regard.
