[EAS] ETRS issues

As a side note, the FCC issued a gentle reminder two days ago to EAS Participants, reminding them that they were to have registered on ETRS by Feb 28, and are obligated to do so.  I suspect the ETRS reporting is lagging this year already.

"In this Public Notice, the Public Safety and Homeland Security Bureau (PSHSB) encourages Emergency Alert System (EAS) Participants1 that have not yet submitted their Form One information into the EAS Test Reporting System (ETRS) to do so as soon as possible. EAS Participants that did not meet the February 28, 2023 filing deadline continue to be obligated to submit the required information. The ETRS remains open for late filings and for corrections or updates to existing filings."
