Allow me to follow up on Rod Zeigler's observation on Church Owned LPFM's

Sadly I feel a number of these LPFM's, especially those owned by
small religious groups, were purchased with one-time funds (bequests,
fund raisers) with no thought to ongoing expenses

I submit that a number of, non-church based, LPFM's are likely in the same
boat.
Understanding there are LPFM's that are operating with a solid understanding
of what's required in the long-haul ..
There are likely many that do not.

The fascination of having their own radio station was a strong driver for
many that jumped into it. One that
'Glory and Fame' wore off, they were left wondering about their prior
thinking. Unless they have a solid source of revenue, their future is
bleak.

Just look at the number of AM's that have significant coverage and are
either operating on due to a companion/co-owned FM that pays the bills or
hanging on by a thread or, in many cases, have gone dark. And these
stations - can- sell advertising !

I agree, many LPFM's likely have a poor understanding of their obligations
toward EAS, and likely other technical matters..

The problem is that today's FCC's enforcement is almost totally complaint
driven. No complaints equals no compliance issues!

In time, the number of radio stations (LPFM and others) will be reduced to
the point that, once again, the laws of supply and demand catch up.

My $.02
