[EAS] We're Obsolete!

Sadly I feel a number of these LPFM's, especially those owned by small 
religious groups, were purchased with one-time funds (bequests, fund 
raisers) with no thought to ongoing expenses.
While I was the Nebraska SECC chair I had a pastor call me asking about 
the EAS that he just found out he had to have. He was the 3rd pastor 
after the one that pushed the idea and got the LPFM station going. He 
told me they only had 10-15 listeners and I asked him if it was worth it 
to keep it going due to ongoing expenses. After a lot of back and forth 
with his church board they decided to shut the station off and turn in 
the license.
I know I am asking too much here, but if I was an FCC Commissioner I do 
believe I would put together a letter and send it out to each LPFM 
license holder and explain all of the requirements of operating an LPFM 
station. I would bet there are a lot of LPFM's who have had multiple 
changes of leadership since their inception and need to know this 
information.
It also might let the FCC know how many no longer operate, or have 
changed contacts, when they start getting the letters returned.
