[EAS] Leaving LA Quickly?

.. LA County is claiming they sent a properly formatted NWEM that wasn't 
supposed to go out via EAS.  They imply broadcasters screwed up.  On the 
other hand... I'm not aware of a way to originate an NWEM (via IPAWS) 
that DOESN'T go out via EAS!  If you specify an EVI and indicate it is 
to be sent via NWEM... it will go out via NOAA Weather Radio with the 
EVI code and the specified counties and duration.  And broadcasters that 
monitor NOAA Weather Radio (directly or indirectly) and have their boxes 
configured to forward EVI alerts for those counties will do so.

And it seems to me it rather misses the point... the entire purpose (to 
my understanding) of NWEM is to get non-weather emergency messages sent 
out on NOAA Weather Radio.  Even if no broadcasters forwarded NWR 
alerts... anyone monitoring NWR would have received the same confusing 
alert.

Anyone have a copy of the actual XML code for this particular alert?
