[EAS] Leaving LA Quickly?

We seem to still be in the circular finger-pointing stage.  LACO, NWS, 
Broadcasters, Ventura County, and so on.

It seems to be a direct over-the-air EAS activation.  I haven't located 
the message in IPAWS or NWS Text Products archives.
