[EAS] Leaving LA Quickly?

I'm told that the message request went directly from LA County to the local WFO. There appear to have been two significant learning opportunities: 

1) LA County now knows that many, if not most EAS Participants serving LA County auto-forward EVI EAS messages and that they monitor NWR for EAS. (I personally recommend that alerting authorities never use EVI or SPW in conjunction with EAS due to the required way that the very limited EAS header information must be displayed on visual media. "A Civil Authority has issued an Evacuation Immediate for all of .... county..." is rarely the first thing that should be presented to the public. I'll now extend that recommendation to NWEM via NWR.)

2) The WFO discovered that an internal  geocode selection group may have been miscoded. They did not intend to select all those  North East Pacific Ocean Marine Codes. I suspect that was resolved as soon as it was discovered. 

As the alert was not passed to NWS via IPAWS there was no source XML. If someone caught the NWR or EAS data header you could use SeaTTY to decode it if you are interested in that sort of thing.
