[EAS] WEA? Nope

There have been multiple EAS activations for the flash floods in Las Vegas. NWS issued the activations and used the Partial County Alerting FIPS Codes. 

Flash flooding is nothing new in Las Vegas and The Strip. However, it's been a couple of years since The Strip saw this much flooding. About 20 years ago, there was a flash flood where the water rose so fast over the Flamingo Wash, just east of The Strip, it took out a fire truck and three fireman had to be rescued by the LVMPD helicopter. Just like this week, including today, SVRs and FFWs were issued and rebroadcast. 

I should add that Nevada Gaming Regulations require large casinos to have generator systems which kick in immediately in power outages. The state doesn't want excuses for any "funny business" related to lost gaming tax claims from power outages.
