[EAS] WEA? Nope

National Weather Service forecasts Flash Floods, i.e. generally before the 
event happens.  The power and cell towers are usually still working 
pre-event, although people aren't watching or listening to traditional 
broadcasters as much anymore.

Unfortunately OpenFEMA is down this weekend, so I can't pull the exact 
numbers.  It appears about 240 flash flood WEA messages were issued during 
the last 7 days.

Broadcasters play a large roll during and after a disaster, keeping the 
public informed about recovery and where to get assistance.  This 
long-form broadcast programming can go into much more detail than a brief 
360 character WEA message.

Working broadband and telephones can also play a role.  Offering more 
individualized help or family contact.
