[EAS] WEA? Nope

Nearly every news report I've heard over the past two days notes that in the Eastern KY floods, there was no power .. and no cell service. 

Of course, the floods likely took down a number of radio stations - does anyone here have any data? - but it is not likely there has been no one to offer news and information. 

(I also saw flooding in St. Louis and Las Vegas ... but hadn't heard similar power/WEA outage reports.)

Seems like a very good time for broadcasters to show the value of EAS?
