[EAS] Deja Vu: Boulder officials questioned over effectiveness of emergency notification system

comprehensively serve both areas with solid cellular coverage and areas 
with poor cellular coverage in the mountains since WEA is dependent on 
connection to a cellular tower."

BTW, although the opt-in warning vendors don't mention it, twitter, 
facebook, opt-in apps and SMS text also depend on the same cellular 
towers as WEA.  If WEA doesn't work because the towers and phone lines 
are down -- the opt-in apps and SMS won't work for people in those areas 
either.  Weather Radio and EAS offer additional alerting options when 
phone lines and cell towers are down.  None are perfect, but they have 
different strengths. Depending on the emergency, many different alerting
tools may be needed.
