[EAS] Deja Vu

As it was once wisely said "Deja Vu all over again."

For a few months after the 1989 earthquake local governments in the San 
Francisco Bay Area were interested with improving emergency public 
information.  That interest faded to zero in less than a year.

Unless, in this example, Boulder County gets a similar wildfire every 
year they will also lose interest.

And, in my very cynical view of the world, Boulder County has no 
interest in what happens in the People's Republic of California.  Even 
in this state one county can not learn from what happened one county over.
