[EAS] Traveller Information Stations for emergency public information

Our County (Santa Barbara, CA) has several TIS licenses and plans to use them for Emergency Alerts.

public information as a reason for local governments to buy them. But
I've never seen (heard) them used for that purpose.
The municipalites around Washington DC have been decomissioning TIS
transmitters for several years.
Doing some research about the impact of the FEMA requested changes in FCC
21-77 on downstream alerting systems.
