[EAS] Traveller Information Stations for emergency public information

Do any emergency managers or plans use the low-powered Traveller 
Information Stations for emergency alerts or emergency public information?

I'm aware several TIS vendors advertise emergency alerts and emergency 
public information as a reason for local governments to buy them.  But 
I've never seen (heard) them used for that purpose.

The municipalites around Washington DC have been decomissioning TIS 
transmitters for several years.

Doing some research about the impact of the FEMA requested changes in FCC 
21-77 on downstream alerting systems.
