[EAS] FFW - Flash Flood Emergency WEA messages

Oh well, it looks like things are still glitched up with WEA 
flash flood templates at NWS.

Today's Washington DC, Arlington, Alexandria WEA was NOT supposed to use 
the EMERGENCY template according to weather twitter.  Don't know why it is 
picking up the wrong language for the alert.

Not an IPAWS problem.  The wrong template language is in the CAP message 
received from NWS.
