[EAS] FFW - Flash Flood Emergency WEA messages

It appears the National Weather Service has fixed whatever the WEA 
message glitch was in New York City.  Just got some FLASH FLOOD EMERGENCY 
messages via WEA.

I don't think it would have made a difference.  During the September 1, 
2021 flooding in New York City, the WEA messages were still using the 
FLASH FLOOD WARNING template even though it was supposed to be an 
EMERGENCY.
