The FCC does not have jurisdiction over FEMA (or other federal agencies).
There is an inter-agency dispute song & dance federal agencies do with
each other.
Therefor no requirement for FEMA or any federal government agency to
perform weekly tests or answer questions about missing tests. FEMA IPAWS
and National Weather Forecast Office weather radio conduct regular
courtesy tests of EAS and IPAWS.
