[EAS] Improvements from past national tests

Dave makes a valid point. In my market there are 24 stations. Subtract the 4 I-heart stations, K-Luv and the public radio station--they are remotely run anyway. Only 2 engineers local to the market for the remaining 18 stations.
I own 4, and we monitor/program two college stations. The other engineer in town and I take care of a 6 station cluster. Then I kind of take care of two other noncoms and an LPFM.
So the day of the test I would have to gather info and file reports on 7 stations, while he will be doing reports on the 6 station cluster--if he is in town. The other 3 station group may--or may not file any reports.
As a practical matter, there is no-one really monitoring the 4 I-heart stations, public radio, or K-luv. So while they can probably remotely log into their EAS systems, they won't have any information on the quality of the test.
I won't be monitoring the non-coms I'm reporting for--two are in a different state than my stations, so I won't have any qualitative info either--just the go/no-go listing in the Sage log. Manager at the LPFM is pretty much on top of things, so I'll get a report from him.
This is not unusual for many markets, so FEMA and FCC should be grateful for any kind of response they get.
