The quick, initial reporting requirement made sense for the 2011 national
EAN test, due to the high-interest from news reporting and the public.
The FCC needed some quick data from the day of test.
Now that NPT(EAN) national test is somewhat routine, is day-of-test
reporting still needed for the press inquiries?
How long to file the final (form 3) is needed by most EAS participants?
15, 30, 45, 60 days? The FCC hasn't fine anyone for being late, and
doesn't cut-off late filers. So the deadline has been mostly advisory,
because people procrastinate without deadlines.
