With only 45+ years I'm a lightweight by comparison to most of you. That being said, you are right on point Mike.
The government is the problem and yet is not the problem. This is not an FCC issue, so that makes it not a government problem. Now it might be a little more of a FEMA thing as they are more directly responsible for responding to national emergencies. But still, they suffer under the same overlord called congress as does the FCC.
Congress, as a governing body capable of understanding the needs of the people they "serve" is almost as laughable as thinking they understand anything about sending alerts to those people.
Congress gets all up in arms and immediately jerks knees so hard as to smack themselves in the jawbone. When they come to, but while still in a daze, they legislate. They tell FEMA and/or the FCC to not only fix the problem, but they tell them how to fix it. You've got several hundred people who barely know how any of this works, ordering their respective agencies in how to make it work.
Don't blame the agencies. Take your gripe directly to your congressman/woman. The only thing they understand is being uncomfortable. As long as they are comfy-cozy that they've done something about the problem, be it right or wrong, then all is well. It's our job to make them uncomfortable until they do what is right for us, not for them.
