Hawaii refers to its state military department (i.e. national guard) as 
the Hawaii Department of Defense.  The Hawaii DOD is a state-level agency.

Hawaii DOD is separate from the U.S. Department of Defense (i.e. the 
Federal-level agency).  The U.S. DOD (federal) has several famous federal 
military bases in the state of Hawaii.

The Hawaii Emergency Management Agency is part of the State of Hawaii DOD.

HI-EMA testing was responsible for the ICBM false alert.  Which is one of 
the reasons why the ALERT Act directed that future public missile alerts 
are a federal responsibility.
