[EAS] Tornado Alert that Wasn't

If I recall correctly, the body of the message indicated it was NOT a 
test.  But immediately preceding the the text of the message was an 
indication that it WAS a test. Which obviously was a contradictory 
message.  I read the after action reports at the time, but Its been 
awhile, so perhaps my memory is a bit rusty.  I was thinking there was 
also a narrative at one point that the first few words weren't heard by 
the guy that "pushed the button" to broadcast the alert.  Something 
about the time it took to put the incoming  phone call on speaker 
phone.  I believe there was some conflicting testimony by people in the 
room at the time... not sure whether that initial account was accurate.  
I'm sure there are people on this list that recall better than I.
