The EAS handbook is an obsolete relic of the EBS era, and should be
eliminated from the rules.
In the 1960s-1980s, the shift board operator (or DJ) needed rapid access
to the instructions how to perform required EBS actions.
Now, EAS is automated. Day-to-day operators (or DJs) should not touch it.
Let the box do its thing. If the box doesn't work, call the station
engineer.
The few cases where a station engineer might need to respond, they'll need
more information than printed in the EAS handbook.
On the other hand, FEMA and FCC should publish a Concept of Operations
document. Even government folks seem to get confused.
