[EAS] New 2021 EAS Operating Handbook

In the case of organizations where several people may have responsibility for station operation at different times, would each of those individuals also need to have a copy of the handbook on their mobile device?

These may be things the FCC should be considering in their next round of revisions.

And that would seem particularly true for stations that are automated, unattended, may have everything originating at the transmitter site, and no studio in the conventional sense. 

If the latter is the case, what constitutes a "normal duty position?"
