[EAS] New 2021 EAS Operating Handbook

I'll have to confess, I actually opened up and read the red envelope.

Most of what is in the operating handbook can be summarized by the instruction to call "x" when it breaks.

Otherwise, it is simply another source of note paper for those stations that still employ carbon based life forms.  (We still have a few around, I keep them supplied with legal pads.)
