[EAS] Texas failed to deliver vital emergency information

The Texas Broadcasters Association, offices across from the state capitol in
Austin, heads EAS in the Lone Star state. With the power and internet
outages, state/local agencies probably weren't able to issue CAP
activations. As I recall, it was a source of great frustration for Ann
Arnold that, other than NOAA, Texas agencies always had problems issuing
Legacy EAS activations.
