[EAS] Texas failed to deliver vital emergency information

 From an old Susquehanna Radio friend Norm Philips.  He lives in 
Arlington TX:

Yes looking at all the areas of TX that were frozen and knew there were 
antenna issues and was glad I did not have to deal with it.       We had 
rolling power outages for four days.   Off for maybe 90 minutes then on 
2 hours.  Repeat.  Gas heat and fireplace so inside temp only got down 
to 50 inside with -2 outside.    Boil water still in place.  So far no 
frozen pipes here. but I have a bad feeling about sprinkler system. 
Lots of flooded buildings in state now that power is back on and water 
flowing.  I my have 4x4 truck but have not been out in a week.  We 
stocked up last Friday and still have a full bar and a case of water. 
  Getting low on ice as ice maker is off due to boil water.    Sun is 
out and it is above freezing. Forecast is for 45 tomorrow and 64 on 
Monday.
My music partner for 26 years slipped this morning and broke foot in two 
places     Is in ER now.
