[EAS] Texas failed to deliver vital emergency information

We had a similar problem here in Washington State....and then, along came Mt
St Helens. Suddenly those with the purse strings were asking how much
money we needed to 'fix the problem'...From there our State Relay Network
was born using the State Patrol State-Wide microwave system and a VHF Law
Enforcement frequency. It there today and routinely tested.
Often it takes a disaster, with the Politicians experiencing a mood change,
to get something accomplished that you have begged for ...for years.
A couple of things are likely taking place now in Texas -
> Something hitting the fan
> Lots of fur flying.
Now if Emergency Management will seize the moment.....Things will get
better.

The Texas Broadcasters Association, offices across from the state capitol in
Austin, heads EAS in the Lone Star state. With the power and internet
outages, state/local agencies probably weren't able to issue CAP
activations. As I recall, it was a source of great frustration for Ann
Arnold that, other than NOAA, Texas agencies always had problems issuing
Legacy EAS activations.
