Sorry to hear this, but thanx for sharing.
To me, one of Dr. Mileti's biggest contributions to emergency alerting was him coining the phrase "Milling Time", the amount of time the average person takes after receiving an initial emergency message before taking action (is it really in my area, look out the window, call friends to see if they got the message, etc.)  Dr. Mileti's mantra, repeat the same message on as many dissemination means as possible, to reinforce the urgency and validity of the emergency message with the citizen, thereby reducing that person's "Milling Time".

I was privileged to get to know him when we served together on the IPAWS task force. If you don't know his name, you should.
Dennis was a giant -- the path breaker -- in the field of the sociology of disasters and public warning/communication. His work infuses much of the approach we take today to public alerts. Search his name and you'll find numerous studies on how people react to warnings, and what prompts them to take action. His overarching conclusion: One unified message, repeated over and over.
