[EAS] [BC] NWS Status as an EAS Monitoring Source

Except in the state of Texas where NWS is one of the two required EAS monitoring sources by the state plan.

In general, follow your state plan for the two required "broadcast" sources (NWS could be one of these).  Ask for a waiver to use an alternate broadcast source if you encounter difficulties receiving one of the required sources.
