Try asking the question the opposite way:

If a station only monitors two NWS stations, i.e. it happens to be within 
range of two NOAA WR transmitters, is it compliant with FCC part 11 rules?

If a station only monitors one NWS station and one LP station would it 
be compliant with FCC rules?

I suspect the response will be no (if the FCC responds, they seem to hate 
answering questions on the record about anything).  I know in the past, 
the FCC has rejected state EAS plans which didn't have two assigned 
monitoring sources for national level EANs.  NWS almost never qualifies as 
one of those two EAS monitoring sources for national level EANs.

A quick look through FCC Enforcement Bureau Emergency Alert 
System NALs/NOVs back to 2002, found none for failing to monitor the 
National Weather Service.  There are many NAL/NOV for stations failing to 
monitor two assigned sources, but none for failing to monitor three or more 
assigned sources.
