OK, That Texas. If NWS is one of the two sources, then that's fine.
We have two that are defined as national. NWS isn't one of them

In general, follow your state plan for the two required "broadcast" sources (NWS could be one of these).  Ask for a waiver to use an alternate broadcast source if you encounter difficulties receiving one of the required sources.
