FEMA has created an audio simulation of EAS data bursts and tones, which 
won't trigger EAS boxes, for use in EAS public service announcements. It 
is not for use in entertainment or advertising, only EAS PSAs.

But, DHS's website content management makes it nearly impossible to find 
the simulated EAS audio.

Search for Media Type == Audio and Media Title == "emergency alert"

Supposedly, FEMA IPAWS lab has validated this audio won't trigger any of 
the EAS boxes on the market.
