[EAS] The need for more frequent verification tests

Have to wonder if broadcast television stations might be--in a number of cases--better suited for PEP or LP-1 use.
 
Particularly for distribution of national/Presidential messages.

With many group-owned stations linked on fiber circuits using divergent paths from central hubs, the loss of a major satellite could be less of an issue. 

Use of an audio-only ATSC / ATSC 3.0 channel could allow for full-time or pre-test level checking and setting.

Audio quality is better. 

And could be standardized with level and compression specs to avoid the noise levels and pumping observable in our current system. 

I don't suggest abandoning the 50 KW AM blowtorches like KFBK, Sacramento, KFI, Los Angeles and KCBS as LP-1s. 

Seems like widening the view might be useful.
