What Ed said, and... I have received that WEA twice now, and it is very annoying/unwelcome. This is not IMO, what this system is for. These two WEA's have already started instilling in me, an avid EAS proponent, a sense of The Boy who Cried, Wolf syndrome. What is this doing to the average recipient?
