[EAS] Virginia WEA on Covid vaccinations

The FCC sucks at user interface design.  Because WEA is viewed as a 
"compliance" item, the mobile handset designers (Apple, Android) won't 
make any effort at improving the user experience.

Re: Improving Alert Names and Behavior of Wireless Emergency Alerts (PS Docket Nos. 15-91
and 15-94). February 2019

1. Rename eWEA alert classes:
   a. National Emergency Alert instead of Presidential Alert
   b. Missing / Wanted Person Alert instead of Child Abduction Emergency /
      AMBER

2. Imminent Threat class split into a) Emergency Alert or b) Weather Alert 
sub-classes.

3. Change the alarm behavior for certain existing alert categories to 
match the new Public Safety class notification behavior.
