[EAS] Virginia WEA on Covid vaccinations

FWIW, just got a WEA Public Safety Messages, announcing that "Virginians 16+ are eligible for the COVID-19 vax - vaccinate.virginia.gov call 877-829-4682."

I am still of the opinion that sending public service advisories is not the best use of an urgent alert tool.  This same information is all over the news in this state, plus posters and signs all over the place.

Parenthetically, this is the first WEA message I've received in 2 years, just after a push software update last week (as I've noted in other threads, other phones in the family do get WEA alerts).
