out most people lost their telephones.  That suggests to me VoIP which
is locally powered.  When was the last time anybody checked the battery
in the lump on the wall?"

Not going to do much good if the ISP's NOC goes down.  I have also noticed that cable and fiber modems tend not to come with batteries, so unless the end users make the effort to buy batteries, land-line phones will still be useless in power outages.

"Red and green wires powered by the CO have to be more reliable, even if
it costs more."

Only if the infrastructure behind those red and green wires actually exists.  Between the number of people abandoning land lines altogether and the number of land-line users opting for VoIP, the ten-story buildings full of batteries which power that red-green pair are rapidly fading into oblivion.
