They probably use something in the 400 MHz band where the military is
primary.
Many, many years ago when we had USN in the San Francisco Bay suddenly
very few garage door openers worked, especially in Walnut Creek.
Turns out that the Navy set up a temporary link to a carrier at NAS
Alameda because their satellite terminal was being rebuilt. The link
was on Mt. Diablo. In the 400 MHz band.
Since the Navy is primary in that band there was nothing that could be
done until the carrier got its equipment restored.
In one of the postings the Yolo County rep said that when the power went
out most people lost their telephones. That suggests to me VoIP which
is locally powered. When was the last time anybody checked the battery
in the lump on the wall?
Red and green wires powered by the CO have to be more reliable, even if
it costs more.
